Anangu Pitjantjatjara Yankunytjatjara (The APY Lands)
Remote and Indigenous Waste Management Solutions
The Aboriginal Affairs and Reconciliation Division of the Department of Premier and Cabinet (DPC-AARD), with funding from Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) and Zero Waste South Australia (ZWSA) engaged APC to undertake the Regional Waste Management Priorities and Implementation Plan (RWMP&IP) for the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands, located in the remote northwest of South Australia.
The project sought to develop a strategic approach to reduce waste, increase recovery of resources and improve landfill management across the region. After the initial scoping study, APC conducted extensive stakeholder consultation and community engagement with approximately 600 indigenous residents from 13 communities. It became apparent from this consultation that new waste management techniques should be trialed prior to determining the final report recommendations.
In total five projects and 12 trials were developed with community input. APC oversaw the
implementation and measured, monitored and evaluated each to determine suitability and sustainability. The trials were a critical step towards the implementation of better waste management and provided practical, ‘fit for purpose’ and compliant solutions. Based on the results, governments can proceed with a level of confidence that APC’s recommended approaches have been tried and tested.
The communities and stakeholders have embraced the new programs and it is up to government to continue to resource their ongoing and expanded implementation. Within its 70 recommendations, The Rubbish Report – Waste Management in the APY Lands: Past, Present and Future provides a clear direction for government and all stakeholders on what the parameters for improved waste management programs should be in all indigenous communities. It is hoped that the outcomes of this project will set new standards and
benchmarks for improved waste management in other remote indigenous communities across Australia.
